If the Vespa’s engine size is less than 50cc and the top speed is less than 70 Km/H then you would need a restricted class M (motorcycle) license which is a class M2 with L condition or class M with L condition. This license allows you to ride restricted speed motorcycles (what I just described above) and mopeds. If the engine size is larger than what I described or the Vespa has a top speed greater than 70 Km/H then you would need a motorcycle license.

im not sure what a vespa is but if it has four wheels im pretty sure you can drive it
